In a large skillet over medium heat, add ground beef. Season with salt, pepper, garlic powder, onion powder, and ground ginger. Cook until browned, breaking it apart with a spoon, about 8-10 minutes. Drain excess fat if necessary.
Lower the heat slightly, and stir in hot honey and soy sauce. Mix well to coat the beef and let it simmer for about 2-3 minutes until the sauce thickens a little.
In a separate pan, heat sesame oil over medium heat. Add broccoli, carrot, and red bell pepper. Sauté for about 5-7 minutes until the vegetables are tender but still vibrant. Season lightly with salt and pepper.
In serving bowls, layer cooked rice as the base. Top with the hot honey ground beef and the sautéed vegetables.
Sprinkle with sliced green onions and sesame seeds for added crunch and flavor.
