In a large pot, heat the olive oil over medium heat. Add the diced onion and bell pepper, cooking until softened, about 4-5 minutes.
Stir in the minced garlic and cook for another minute until fragrant.
Add the ground turkey or beef to the pot. Cook until browned, breaking it apart with a spatula, about 5-7 minutes.
Sprinkle in the taco seasoning, and mix well to combine with the meat and vegetables.
Pour in the chicken broth, diced tomatoes, black beans, corn, and uncooked pasta. Stir to combine.
Bring the mixture to a boil, then reduce the heat to low and cover the pot, simmering for 10-12 minutes, or until the pasta is tender and has absorbed most of the liquid. Stir occasionally to prevent sticking.
Once cooked, remove from heat and stir in the shredded cheddar cheese until melted and creamy.
Season with salt and pepper to taste.
Serve hot, garnished with fresh cilantro for a burst of color and flavor.
